COE renewal in Singapore: 5 or 10 years, and what it costs

Last updated: October 2026

A car's Certificate of Entitlement (COE) lasts 10 years. When it is about to run out you have two choices: deregister the car (scrap or export it and collect any rebates) or renew the COE and keep driving. This guide explains how renewal works and what to weigh up. We don't quote PQP figures because they change every month; the current ones are on OneMotoring's COE renewal page.

What you pay: the PQP

Renewing costs the Prevailing Quota Premium (PQP) for your vehicle's category. The PQP is the moving average of COE prices over the last three months in which bidding was held, so it moves more slowly than the bidding results.

When to renew

Renewal is done online on OneMotoring. A car that hasn't been renewed can't be driven once its COE has expired.

What you give up by renewing

If you deregister a car before it is 10 years old you collect its PARF rebate (part of the ARF paid) plus the COE rebate for any unused COE. At the 10-year mark the PARF rebate has already gone, so for most cars the decision at expiry is simply: is this car worth the PQP to me for another 5 or 10 years?

Financing a renewal

Many banks and finance companies offer loans for COE renewal. What you're offered depends on the lender's assessment of you and the car. When comparing, ask for the tenure, the flat and effective interest rates, the total amount payable and any early settlement charges. Read our car loan guide for how flat and effective rates differ.

Or sell instead

If renewing doesn't add up, you can deregister the car yourself or sell it to a dealer or exporter before the COE expires. Thinking of changing car instead? See our used cars.

Frequently asked questions

How much does it cost to renew a COE?

You pay the Prevailing Quota Premium (PQP) for your car's category: the full PQP for a 10-year renewal, or 50% of it for 5 years. The PQP is the moving average of COE prices over the last three months and is published monthly on OneMotoring.

Can I renew a 5-year COE again?

No. For cars and motorcycles a 5-year renewal can only be done once. When it runs out the vehicle must be deregistered. A 10-year renewal does not have that restriction.

Do I still get a PARF rebate after renewing?

No. Once a car's COE is renewed it no longer earns a PARF rebate. If you deregister early, you get back only the unused part of the renewed COE (the COE rebate).

When should I renew?

If you renew in the month the COE expires, the new COE starts the day after the old one ends and nothing is forfeited. Renew earlier and the unused part of the old COE is forfeited. You can still renew up to one month after expiry, with a late fee.

Can I get a loan to renew my COE?

Yes, many lenders finance COE renewals. Send us your plate number, COE expiry and the amount you need and we'll come back with the options.
